Cyber Crime Directorate (CCD)

The Cyber Crime Directorate (CCD) of the Hellenic Police, headquartered in Attica, together with the Sub-Directorate of Cyber Crime in Northern Greece (Thessaloniki), operates under Law 5187/2025 and constitutes the central operational authority for the prevention, investigation, and prosecution of cybercrime in Greece. The CCD is designated as a central operational security service and is directly supervised, coordinated, and controlled by the Chief of the Hellenic Police.

The Directorate’s core mission is the handling of cybercrime cases that require specialized technical and digital expertise, including the detection, investigation, and analysis of criminal activities conducted through or against information systems, electronic communications, and digital infrastructures. Its mandate extends to both purely cyber-enabled offences and conventional crimes facilitated through digital means, where advanced technological investigation is necessary.

To ensure the effective fulfilment of its mission, the CCD maintains close cooperation with other units of the Hellenic Police, national competent authorities, and international partners, including law enforcement agencies, organizations, and institutions of European Union Member States. This cooperation is carried out in accordance with the applicable legal framework, as well as relevant international agreements and conventions, including the Convention on Cybercrimeof the Council of Europe (“Budapest Convention”). The Directorate also operates as a national 24/7 point of contact for urgent international cooperation in cybercrime cases.

Organizationally, the CCD is structured into specialized departments covering administrative support and intelligence management, strategic planning and innovation, security of electronic and telecommunications systems, protection of intellectual property and software, online child protection, cyber-enabled financial crime, and special cases and digital investigations. Through this structure, the Directorate integrates operational investigations, digital forensics, intelligence analysis, and technical support functions.

In addition to its investigative role, the CCD develops preventive and strategic actions aimed at enhancing cyber security awareness among citizens and institutions, monitors national and international cybercrime trends, and produces analytical reports and policy recommendations. It also supports complex investigations involving emerging technologies, including cryptocurrencies and advanced digital tools, and provides technical assistance to other authorities where specialized expertise is required.

Overall, the Cyber Crime Directorate represents a multidisciplinary, technologically advanced law enforcement body, combining operational capability, intelligence-driven analysis, preventive action, and international cooperation in order to effectively address the evolving and transnational nature of cyber threats.
